In winter this is normal for nearly all plants, so do not force it to grow. In summer the most likely cause is UNDERFEEDING, OVERWATERING or TOO LITTLE LIGHT. If these factors are not responsible, and the temperature is in the recommended range, then the plant is probably POT-BOUND.
